These terms govern your use of noomaproperties.com (the “Site”). By using the Site you accept them. If you do not accept them, please do not use the Site.
1. Who we are
The Site is operated by NOOMA PRIME PROPERTIES L.L.C(“NOOMA”, “we”, “us”), a limited liability company incorporated in the Emirate of Dubai, United Arab Emirates, and licensed by the Department of Economy and Tourism for the activity of real estate buying and selling brokerage.

- RERA registration no. 63460 — verifiable on the Dubai Land Department register
- Registered office: Maryam Ahmad Building, Al Baraha, Dubai, United Arab Emirates
2. What the Site is, and what it is not
The Site is a marketing and information platform. Nothing on it is an offer capable of acceptance, and nothing on it creates a brokerage, agency, or client relationship between you and NOOMA. Such a relationship arises only under a separate written agreement signed by both of us and, where required, registered with the Dubai Land Department.
Our brokerage services are provided in the Emirate of Dubai and cover both off-plan property — sold before completion and marketed on behalf of developers — and completed property offered for resale. The Site currently markets off-plan projects; resale listings will appear alongside them as we take them on, each shown with its own advertising permit number. Where the Site refers to other emirates, or to services outside the scope of our licence, it does so for information only.
3. Eligibility
You must be at least 18 years old and have legal capacity to use the Site. If you use it on behalf of a company or other entity, you confirm that you are authorised to bind that entity to these terms.
4. Property information
Property and project details, images, floor plans, availability and prices are provided by developers, owners and other third parties. We take reasonable care in presenting them, but we do not independently verify every detail and we do not warrant that any of it is accurate, complete or current. Availability and prices change without notice, and images and renders are indicative rather than a representation of the finished property.
You should verify anything that matters to your decision — including the project’s registration and escrow arrangements, the payment plan, the expected handover date, service charges, permitted use and area measurements — directly with the developer or the Dubai Land Department before committing to a transaction.
5. Buying off-plan
Buying before completion differs from buying a finished property. In particular:
- Your contract is with the developer. The sale and purchase agreement governs specification, payment plan, handover, delay, penalties and cancellation. Nothing on the Site, and nothing said by us, varies it.
- Purchase monies are paid into the project escrow accountheld in the developer’s name under Dubai Law No. 8 of 2007 concerning escrow accounts for real estate development. We do not hold client money. Never pay purchase monies to NOOMA, to any member of our team personally, or to any account that is not the registered project escrow account — if anyone asks you to, stop and contact us immediately.
- Off-plan sales are registered with the Dubai Land Department through the Oqood system. Registration and the associated fees are dealt with under your agreement with the developer.
- Handover dates are estimates set by the developer and can move. Layouts, finishes, dimensions and computer-generated images are indicative, and may change within the tolerances your agreement allows.
6. Buying a completed property
Where you buy a property that already exists, different steps apply:
- Ownership is recorded at the Dubai Land Department, as is any mortgage or restriction over the property. Satisfy yourself as to title, and as to anything registered against it, before you commit.
- The sale is documented on the standard forms prescribed by RERA and completed by transfer at a registration trustee approved by the Dubai Land Department.
- A no-objection certificate is normally required from the developer or master community before transfer, and outstanding service charges generally have to be settled first.
- Purchase monies are paid to the seller at transfer, ordinarily by manager’s cheque handed over at the trustee office. As with off-plan, we do not hold client money and you should never pay purchase monies to NOOMA or to any member of our team personally.
7. Advertising permits
Property advertising in Dubai requires a permit issued through the Dubai Land Department’s Trakheesi system. This applies to off-plan and resale listings alike, and every listing on the Site that is subject to the requirement is shown with its own permit number. If you cannot find a permit number on a listing that should carry one, please tell us at contact@noomaproperties.com and we will correct it.
8. Market information and the NOOMA concierge
The Site includes market information and an AI assistant (“Ana”) that can answer questions about the Dubai market. This material is provided for general information only.
Figures shown are indicative and are not official Dubai Land Department records. They are not a valuation, an appraisal, or a RERA-regulated valuation report, and must not be relied upon as one. Automated responses may be incomplete or wrong. Nothing generated by the assistant constitutes investment, legal, tax, immigration or financial advice, and no advisory or fiduciary duty arises from your use of it.
Any Golden Visa or residency material is general guidance. Eligibility is determined solely by the competent UAE authorities, and we make no representation that you will qualify.
9. Enquiries
When you submit an enquiry or speak with the assistant, you confirm that the details you provide are accurate and that you are entitled to share them. We use them to respond to you, as described in our Privacy Notice. Submitting an enquiry places no obligation on either of us.
10. Fees, commissions and costs
Use of the Site is free. Where we act as your broker, our commission and its payment terms are set out in the separate written agreement between us, not in these terms, and no commission is payable by reason of your use of the Site alone.
Prices shown are the asking prices provided to us and, unless stated otherwise, exclude government and third-party charges — including Dubai Land Department transfer and registration fees, developer charges, service charges, mortgage and conveyancing costs, and any value added tax that applies. You are responsible for satisfying yourself as to the total cost of a transaction before committing to it.
11. Anti-money laundering
As a licensed real estate brokerage we are subject to UAE anti-money-laundering legislation. Before we can act for you we are required to verify your identity and, where applicable, the source of your funds, and to keep records of that verification. We may decline or discontinue a relationship where we are unable to complete those checks.
12. Acceptable use
You agree not to:
- use the Site unlawfully, or in breach of UAE law;
- scrape, harvest or systematically extract content, or use automated means to access the Site, without our written consent;
- attempt to gain unauthorised access to the Site or any system connected to it, or interfere with its operation;
- submit false, misleading or third-party personal details without authority; or
- reproduce or republish our content for commercial purposes.
13. Intellectual property
The NOOMA name and logo, the design of the Site, and its text, graphics and compiled data are owned by us or used under licence, and are protected by UAE and international law. You may view and print pages for your own non-commercial use. All other rights are reserved. Third-party materials, including developer imagery and branding, remain the property of their owners.
14. Third-party links
The Site links to third-party sites, including developer material and official government registers. We do not control them and are not responsible for their content, accuracy or privacy practices.
15. Availability
We aim to keep the Site available but do not guarantee uninterrupted access. We may change, suspend or withdraw any part of it, including any listing or feature, at any time and without notice.
16. Liability
To the fullest extent permitted by UAE law, the Site and its content are provided “as is”, without warranty of any kind. We are not liable for indirect or consequential loss, loss of profit, loss of opportunity, or loss arising from your reliance on information on the Site or on any decision to enter into, or refrain from, a transaction.
Nothing in these terms excludes or limits liability that cannot lawfully be excluded or limited, including liability for fraud or for death or personal injury caused by negligence.
17. Indemnity
You agree to indemnify us against any loss, claim or expense we reasonably incur as a result of your breach of these terms, your misuse of the Site, or your submission of information you were not entitled to share.
18. Electronic communications
You agree that we may communicate with you electronically, and that electronic records and communications satisfy any legal requirement that a communication be in writing, in accordance with UAE legislation on electronic transactions.
19. Complaints
If you are unhappy with our service, contact us at contact@noomaproperties.com and we will investigate. Complaints concerning a licensed real estate activity may also be raised with the Dubai Land Department.
20. Changes
We may amend these terms. The version published here, with the date shown above, is the one that applies. Continued use of the Site after a change means you accept the amended terms.
21. Language
These terms are published in English. If we publish an Arabic version and the two are inconsistent, the Arabic version prevails to the extent required by UAE law, including in any proceedings before the courts of Dubai.
22. General
- If any provision is held invalid or unenforceable, the remaining provisions continue in force.
- A failure to enforce a provision is not a waiver of it.
- You may not assign your rights under these terms. We may assign ours to a group company or to a purchaser of our business.
- These terms, together with the Privacy Notice and Cookie Policy, are the entire agreement between us regarding your use of the Site.
- A person who is not a party to these terms has no right to enforce them.
23. Governing law and jurisdiction
These terms, and any dispute arising out of or in connection with them or the Site, are governed by the federal laws of the United Arab Emirates and the laws of the Emirate of Dubai. The courts of Dubai have exclusive jurisdiction.
