How to read this
- Permitted is not planned. A height limit is what a plot is allowed to become. Nothing has to be built, and what is built need not reach the limit.
- Empty means no structure is recorded. Not that work is about to start, and not that the plot is for sale.
- Counted by the registerβs own district name, not by a rectangle drawn on a map. A box around a neighbourhood picks up its neighboursβ plots and produces confident, wrong numbers.

What Dubai Harbour is
A waterfront district built out from the shoreline between Bluewaters Island and Palm Jumeirah, with the region's largest marina, a cruise terminal and a run of residential towers along the water.
It is new, which is exactly why the register is worth reading before buying here: a district this early in its life changes shape around you.

None of that is an argument against buying here. It is an argument for knowing which plot sits between your balcony and the water before you pay for the view.
