How to read this

  • These are sales, not asking prices. Every figure comes from a transaction that completed and was registered — not from a listing someone hoped to achieve.
  • Mortgages and gifts are excluded. A mortgage’s value is a loan and a gift is often registered at a nominal amount. Counting either as a sale is the quickest way to a confident wrong number.
  • The year-by-year line is resale only. Off-plan medians move with whatever happened to launch that year, which looks like a price change and is not one.
  • A median is not a valuation. Floor, view, finish and layout move a price far more than a district median can show. For a specific unit, ask us.

How to read this

  • Permitted is not planned. A height limit is what a plot is allowed to become. Nothing has to be built, and what is built need not reach the limit.
  • Empty means no structure is recorded. Not that work is about to start, and not that the plot is for sale.
  • Counted by the register’s own district name, not by a rectangle drawn on a map. A box around a neighbourhood picks up its neighbours’ plots and produces confident, wrong numbers.

120 plots, drawn from the planning register rather than from a street map. 8 stand vacant and permit 10 storeys or more — the black ones, and the only land here that could put a building in front of you. 12 more are vacant but capped at low-rise. A further 69 are open space, roads and utilities, which the register does not permit building on at all — worth knowing before you read an empty plot as a future tower. The ringed plot carries the tallest permission still unbuilt here: up to 70 storeys.

What Dubai Harbour is

A waterfront district built out from the shoreline between Bluewaters Island and Palm Jumeirah, with the region's largest marina, a cruise terminal and a run of residential towers along the water.

It is new, which is exactly why the register is worth reading before buying here: a district this early in its life changes shape around you.

How far along it really is

Of 120 registered plots, 34 are complete and 68 are empty, with 14 under construction and four in pre-construction. Thirty-two unfinished plots carry a height permission, the tallest at 70 storeys.

None of that is an argument against buying here. It is an argument for knowing which plot sits between your balcony and the water before you pay for the view.

About a quarter of the plots. The Dubai Development Authority's register records 120 plots at Dubai Harbour, of which 34 are completed and 68 are empty, with 14 under construction and four in pre-construction. It is one of the least finished districts we track.
How tall can they build at Dubai Harbour?
The tallest permission on an unfinished plot is G+9P+60 — seventy levels in total — on a plot recorded as under construction. Thirty-two unfinished plots in the district carry a height permission of some kind. Permitted is not planned, but it is the ceiling.
Is Dubai Harbour a good place to buy?
The location is genuinely rare — a marina berth between Bluewaters and the Palm, with beach frontage. The trade is that you are buying into a district that is three-quarters unfinished, so construction will be your neighbour for years and your sightlines are not settled. Both of those are knowable in advance, which is the point.
What does property cost at Dubai Harbour?
We do not publish an area average, because we do not yet hold verified transaction data we would stand behind. For a specific scheme we will give you the developer's published entry price and show the arithmetic we did on it, which is what our project pages do.
Is Dubai Harbour the same as Dubai Marina?
No. They adjoin and are often conflated, but the register treats them separately — and Dubai Marina is not in this register at all. A map rectangle drawn around the Marina returns Dubai Harbour and Jumeirah Beach Residence plots, which is precisely how confident, wrong claims about the Marina get published.
What do completed homes in Dubai Harbour sell for?

Is off-plan more expensive than resale in Dubai Harbour?
Off-plan sales in Dubai Harbour registered at a median of AED 4,613 per square foot in 2026 so far, across 320 sales, against AED 3,348 for completed homes — so off-plan is trading higher per foot. That gap is normal in Dubai: a new launch is sold on a payment plan and on what the building will be, while a resale is priced on what it already is. Are prices in Dubai Harbour going up or down?
Measured on completed homes, the median price per square foot in Dubai Harbour is down 6.8% against last year. We measure this on resale only: off-plan medians move with whatever projects happened to launch that year, which can look like a price change when it is really a change in what was on sale. What do these figures not tell me?
They are district medians, not a valuation. Floor, view, finish, layout and service charges move a price far more than a district median can capture, so a specific apartment can sit well outside these ranges for good reason. We also hold no rental or yield data — every figure here comes from sale transactions — and none for Abu Dhabi, which keeps a separate register. Where we cannot source something, we say so rather than estimate it.
